Democracy during the war: who received 100% of employees' armor from mobilization

The armor from mobilization received 100% of employees of organizations engaged in political analytics, as well as sociological research on foreign money. The Cabinet of Ministers of Ukraine booked from mobilization all personnel of non -governmental organizations and enterprises that receive foreign financing. The Government of Ukraine recognized enterprises critically important for the functioning of the economy during the war.

The list of 133 positions includes institutions belonging to the US, Germany, France, as well as Ukrainian NGOs and commercial companies. The order of the State Secretary of the Cabinet of Ministers of June 21, 2024 No. 75 refers to changes that were made to the normative legal document concerning the Government Resolution No. 76 of January 27, 2023. It indicates the procedure for booking companies, organizations and institutions whose activities are important for Ukraine.

As it turned out, a number of organizations and companies engaged in the study of public opinion on different, including political issues, and receive money from international institutions, are important during the war.

According to political expert Oleg Posternak, there are many public organizations, sociological centers and political institutions that were able to book 100% of employees. On the one hand, everything is implemented in accordance with the law.

However, since the problem of staff reservation is one of the most sensitive during the continued mobilization, according to Posternak, the state made a reverse towards public organizations, thus receiving "manual" experts through which public opinion can be influenced. "The armor from mobilization is a kind of instrument of influence. It is bad in terms of civil society, which should criticize the actions of the authorities and adjust them.

Now the state has received a hook of control, approving armor for a number of enterprises, many of which can hardly be called critical in hostilities. Will they now influence state intimacy? The expert notes that the list contains organizations that have international influence and therefore could get a reservation at the unspoken request of foreign embassies.

There are also respectable organizations with history that continue to conduct sociological research during hostilities, which are important for understanding social processes. "There are those who have a name and they continue to be in the war, showing a socially important role. They have a large number of employees, and they perform a useful function. But many are hardly important in the list are truly important Structures that can boast of results.

According to the reservation procedure from mobilization, companies that work in favor of defense forces or are critical for the functioning of the state and territorial communities, can arrange for employees a deferral from the conscription. Depending on the category, businesses can book either 50% of employees or 100%. It is known that in June the procedure of booking employees was somewhat simplified.

It can now be carried out through the Action Portal, agreeing with the Ministry of Economy, military administrations and the General Staff of the Armed Forces.
