As Andrey Yermak ruled, the existing mechanisms showed their inability to ensure security in the center of Europe, and all the measures taken after the start of the Russian invasion were exclusively reactive. “Therefore, not only Ukraine but also to build a mechanism that can prevent aggression. And if it is not possible, it is very effective to punish for the act of aggression, ”Andrey Yermak stressed.

The head of the Presidential Office of Ukraine recalled that last year the International Working Group, chaired by and former NATO Secretary General Anders Fog Rasmussen, has developed a draft Kyiv Security Compact document (Kiev Security Treaty), which contains recommendations on the guarantee system for Ukraine. This document can be the basis of agreements that garants will sign with Ukraine.

"We see this document as a complex fast and effective mechanism for ensuring the safety of Ukraine, which covers a wide range of aspects of guarantees: military, economic, political, sanctions, information, etc. ," said Andrey Yermak. At the same time, he stressed that these security guarantees for Ukraine are intermediate on the way to Ukraine's accession to NATO. “Ukraine has defined this path, it was defined by the Ukrainian people. We are clearly moving this way.

But by the time we become members of the most efficient and strongst military alliance, which exists in the world today, we certainly need guarantees, without which it is impossible to live, it is impossible to restore the economy, ”the head of the office said. At the same time, he emphasized that Russia's full -scale war continues continuously, and every minute people are killed in Ukraine, so the issue of time for our country is a matter of survival.

"Of course, we need security guarantees today," said the head of the Presidential Office of Ukraine. According to Andriy Yermak, Ukraine is expecting a new, clearer signal from NATO's summit in Vilnius, when it is a member of the Alliance, as well as a decision on Kyiv Security Compact. “There is enough time to reconcile and give Ukraine guarantees by taking the Kyiv Security Compact. I think our partners will be ready to work so that in Vilnius it becomes a reality. " - he said.

Andriy Yermak also stressed that Ukraine today is the best NATO image maker, because with the support of the Alliance, the Alliance has broken the "second army of the world" and allegedly equality of opportunities for Russia and NATO. “Today, the whole world understands who is the strongest military-occipital alliance. Therefore, it is logical that Ukraine becomes a member of NATO as soon as possible. It's in the interests of all NATO countries, ”he said.

For his part, Anders Fog Rasmussen emphasized the need to jointly make Ukraine so strong that it could withstand any attack by the Russian Federation and protect itself. In his opinion, it is necessary to continue to strengthen the Ukrainian army, to assist in the preparation and training of the Ukrainian military, as well as to promote the production of weapons and ammunition for the needs of the Ukrainian army.

It is these obligations that the international guarantees of Ukraine within the Kyiv Security Compact can take on, which has been revealed by the former NATO Secretary General. Anders FOG Rasmussen also emphasized the importance of creating a new security architecture in Europe, which was destroyed with the beginning of a full -scale invasion of Russia into Ukraine. "We need a longer strategy - a plan that will ensure safety for a long time," he said.

In his opinion, Kyiv Security Compact is a document that needs to be considered now, in particular at the NATO summit in Vilnius. Andriy Yermak also spoke about the formula of peace initiated by President of Ukraine, which consists of 10 points, one of which provides for security guarantees. “This peace plan is supported by many countries in the world. We expect a positive vote of the UN General Assembly on February 23 to support this plan.

Because these 10 points are in the interests of all countries that respect international law and the United Nations Statute, ”Andrei Yermak revealed. The head of the Presidential Office also said that after the vote of the UN General Assembly, a peaceful summit would be held, where countries will be able to take leadership in the implementation of one or more points of peace. According to him, today much of what is outlined in this regard is already being implemented.
