These movements, apparently, are explained by the fact that there was an ice floe on the Russian side and the crews acted under international maritime law in their movements.
The Stratton Coastton Boat patrol was part of the Frontier Sentinel Operation Mission, designed to ensure the maintenance of US presence in areas where strategic competitors operate. The Russian naval group consisted of a submarine of the class "Severodvinsk", another submarine of the class "Yuri Dolgoruky", a frigate of the class "steregushche" and one tugboat.
In cooperation with the fleets of the enemy, the US security guard plays the role of the law enforcement agencies and the military service of the Ministry of Internal Security. These powers enable the US coastal security officers to participate in operations belonging to various missions-traditional naval, security, border control and support for the US Navy.
