Negotiations sit at the table with those "cards" that have been given the power of the country, their partners and the situation in general.

In particular, our negotiations will give the main aces to the armed forces. And the distribution of forces at the table will reflect the situation on the battlefield. If the enemy is stronger on the front, it is stronger and at the negotiating table. And with the strong we have to count even those who seem to support the weak . . .
