For 74 years, the norms of these and many other documents have united the world community. More than 150 countries have become parties to the Convention on Genocide. More than 190 states supported the Universal Declaration of Human Rights.
But is the world really united around the ideas that were the basis of these documents? As a fact of such an unification around ideas, there were no values around values. We felt it after the Russian war against people, humanity, against our country. Against all living things. We felt that many things that should work and protect against such genocide policy existed faster as sorry.
As the heritage of the old times, from which the dust was simply waved when the time came for the annual celebrations. But now we are changing it. Together with everyone who us - Ukraine and Ukrainians - is helping today. And we change it not only for ourselves. This is a very important point. Again-for people, for humanity, for life.
Every time we unite the world for the protection of Ukraine, for the protection of Ukrainians, every time we reach decisions for the implementation of fundamental international norms, every time we manage to fill with real power and energy international institutions and rules, we achieve results for Ukrainians and large results - for the whole world. For anyone who can threaten a form of aggression, one or another manifestation of genocidal policy, a particular blow to terror.
Defending from Russia now, we turn the words of many conventions and declarations into specific actions for the sake of people and again-for the sake of humanity. Rescuing Ukrainians from Russia, we hope to many other people, many other communities, other peoples who feel that the same aggression could begin against them.
Working in order to bring the Russian Federation to fair responsibility for aggression, for military crimes, for the acts of its genocidal policy, we create mechanisms of compliance with international law, which will actually serve for the prevention of international crimes and establishing justice for decades after the end of this war, After our victory with you - the victory of Ukraine and the world. Ladies and Gentlemen! That is why we need the widest possible cooperation.
Both in our society and internationally. The crimes of the Russian state in the territory of Ukraine and it is against Ukrainians - unprecedented since the Second World War. Ukrainian cities, our towns, our villages, which Russian artillery breaks into stones . . . not one, not two, but dozens of such destroyed cities and villages. Aviation and rocket terror, the strikes of the Russian Federation, which are so reminiscent of Nazi bombing of Britain, London.
Of all the missiles issued by the Russian army since February 24, 62% have been directed against civilian objects, against humans, against humanity. And yet - filtration camps. Real, modern torture and mass burials of people have been identified. Forced deportation of Ukrainians to Russia - more than 2 million people have been taken out. Illegal adoption in Russian families of our Ukrainian children, who were actually stolen from Ukraine.
Criminal mobilization of Ukrainian citizens in the occupied territories in the occupation army. Mine terror against Ukrainians. Constant shelling, sacrifices in the border area with the Russian Federation and in the frontline areas . . . This is all such a terrible amount of crimes and destroyed fates, lives of people. All this is a tragedy of this scale.
To restore justice, our country needs the maximum possible cooperation of all - cooperation with the human rights community, with all international partners. There must be the only legal front that overcomes Russian genocide policy.
And so, when they turn to you and daily, I urge all state officials and all representatives of civil society who take care of people, take care of humanity; Representatives of various organizations, representatives of international human rights organizations, agencies are now coordinated, together at all levels, together for the sake of restoring the rights of people, Ukrainians' rights, and for bringing the aggressor to justice - is obligatory and fair.
We need to find such a formula for cooperation that there is a maximum result for our country and for international law. And I am glad that Chris Ford is present among us - very nice, good afternoon - President of the International Institute of Ombudsmen, a representative of the system, whose potential can give much more for the protection of human rights for Ukraine. I will explain what I mean. For example, the Ukrainian Ombudsman, Mr.
Dmitry Lubinets, has now been actively involved in the work of our joint team - to Budanov, Yermak, a toddler - on the release of our prisoners of war, the release of our civilians, who are held captive in Russia or temporarily occupied territories. We were able to return 1331 Ukrainian warrior. And I am very proud of this result of our country. Protection of people - at least where they are - we have to return everyone.
It is our duty and at a time when we, in a good way, do not see determination and specific actions in appropriate processes from organizations such as the International Committee of the Red Cross, we should look for and find new people in new realities, new interaction formats, new formats Line of cooperation.
Perhaps this system - the system of Ombudsmen and the international component of cooperation in this system - will be able to bring us closer to you to the desired result - returning home to all Ukrainians: adults, children, prisoners of war, political prisoners - all who are kept in the territory of the Russian Federation and on the territory temporarily occupied by the territories of our country. It is worth at least try. I think so.
It is necessary to try daily, because all these are steps forward, to victory. Most recently, many did not believe that in Ukraine it is possible to ratify one of the fundamental documents to protect human rights and equality of all communities - the Istanbul Convention. Now it is in Ukraine - the Convention is ratified. Most recently, many have said that Ukraine would not be able to obtain a candidate for joining the European Union. Now it is. We have become closer to European institutions.
I am also proud of it. I am proud of all people who worked for the sake of such results. More recently, Europe has been dominated by the fact that the European Union would not be able to unite in order to protect our common interests, common values, our people . . . Recently, skepticism on UN structures has recently been spreading in the world. Today, however, we see that the EU is able to be truly strong, united.
And the UN force can be aimed at real overcoming problems - we are talking about global problems - such as a food crisis. Here is what happens when we come together when our state is taken to business. We must always keep faith in our partners. We must be absolutely decisive, principled, we must be open to cooperation with anyone who also appreciates determination and principle. So we will get for Ukraine, for Europe, for humanity all the results we need.
A special tribunal for the crime of aggression of the Russian Federation against the state of Ukraine should be created. And I urge you all to do everything to the maximum majority in the UN General Assembly support the appropriate draft resolution for the sake of establishing this desired and necessary justice.
The compensation mechanism should also be launched, which will provide compensation for all losses at the expense of the aggressor's assets, at the expense of the Russian Federation for all who suffered from this war of Russia against Ukraine. The relevant resolution is supported by the UN General Assembly, and I ask everyone to facilitate its maximum implementation. All Russian murderers should be held accountable, all who organized and implemented this genocide policy and this terror.
I ask you to cooperate for the sake of this with the office of the Prosecutor General, the Ukrainian Law Enforcement Bodies, with our partners investigating the crimes of the Russian Federation against Ukraine and with the International Criminal Court. I am sure that together we will implement all this - we will provide justice for Ukraine, for everyone and everyone.
