Attracting the fair liability of all those who guilty of Russia's aggression against Ukraine will be a prerequisite for the security and protection of mankind, so all civilized international laws should be involved in the process of creating a special international tribunal. “We demand justice for every tortured and killed Ukrainian, for every destroyed house, for every tear of the Ukrainian child. Each offender must appear before the court. The head of the office of the Head of State noted that among the culprits of war crimes against Ukraine - as performers, including Russian soldiers who came to the Ukrainian land to kill, operators of Russian rocket technology, and those who committed a fundamental crime of aggression. According to him, in order for the world order and international law to win, Ukraine needs the help of partners and specialists.

“It depends on you how quickly you can hold these bloodthirsty people who commit mass acts of unthinkable barbarism in the XXI century. To punish the highest political leadership of Russia, it is necessary to create a special international tribunal. And Ukraine, together with partner states, is doing everything possible to achieve this goal, ”Andrei Yermak stressed, addressing the conference participants.

According to the head of the Presidential Office, Ukraine calls on all civilized countries of the world to defend justice. “In this matter, we rely on the leadership of the whole civilized world. We need to break the chain of wars, coups, large -scale terrorist attacks, energy, food and nuclear blackmail, cyberattacks and political killings that Russia carries the world. Other potential aggressors should understand that these crimes will inevitably punish.

This is the most important prerequisite for the safety and protection of all humanity, ”Andrei Yermak summarized. The Deputy Head of the Head of State Andriy Smirnov, on his part, stated that Russia's aggression against Ukraine is the most horrific since the Second World War, and therefore requires the most severe punishment of all involved, including the highest military-political leadership of the aggressor country.

According to him, in a year and a half, Ukraine has gained strong international support for the creation of a tribunal, which was evidenced by a number of political decisions (PACE, European Parliament, the EU Committee, NATO Committee), ratified by many partner countries. "The only question that remains unresolved today and which we have on the table is the issue of the model for which he will work," the deputy head of the Presidential Office said.

Andriy Smirnov said that now the International Coalition of Core Group is considering three models of creating a special joint. He urged the conference participants to discuss each and to determine which is the most desirable, the most authoritative and the lightest to bring the perpetrators responsible for aggression against Ukraine.

“We need to confidently go to the finalization of arrangements with our key international partners as to what form and in which model this tribunal will work as soon as possible. This is needed by our citizens, this is needed by our military, it is a tribute killed and innocently punished by our women, brothers, sisters and children, ” - said the deputy head of the Presidential Office.

Prime Minister of Ukraine Denis Shmigal, for his part, emphasized the need to jointly create a legal mechanism for achieving justice and responsibility that would reach all criminals-from organizers to direct executors. Denis Shmigal also added that, in addition to punishment for crimes, Russia should also pay for all the destruction and losses that it caused its aggression. According to him, Ukraine proposed the world the concept of an international compensation mechanism.

Russian frozen assets should be a source of funds for compensation. According to the head of the government, 42 countries and EU have joined the International Register of losses.
