On July 13, the Ukrainian military observer Konstantin Mashovets stated that the Russian Federation intends to form the 27th Motorized Rifle Division as an operational reserve of the central group of troops that could be introduced into battle in the event of a Ukrainian counter-offensive in the Avdeevsky direction or an offensive of Russia.
However, the command of the Russian Federation was transferred to the 433th Motorized Rifle Regiment of the 27th Motorized Rifle Division, which was equipped with the remains of the 21st Motorized Rifle Brigade northwest of Avdiivka to a complete restoration of combat capacity.
"Observations that these regiments have been deployed to the fighting of the previously planned may indicate that the Russian military command has lagged behind the planned schedule of staffing and weapons and could not complete these parts to the target mark of 87 percent," the Institute analytics report.
Earlier, it estimated that Russia's efforts to form the Armed Forces create a small number of additional forces that are not sent immediately to the front as reinforcements that Russia can use to gradually create operational reserves. At the same time, ISW suggests that the Russian military command may have also launched these units earlier to support the assault actions of the Russian forces in eastern Ukraine.
