On the basis of documents that were in the disposal of Glavcom journalists, an investigation was conducted, the results of which were published on March 3 on the site of the publication. Journalists found that on July 3, 2022, according to the contract with the Ministry of Defense, the Kiev company "Prolog Service" ordered 30150 army Chinese flasks with inscriptions: "06. 2020. Property of the Armed Forces. Not for sale" total cost of $ 238. 1 thousand.
The cargo passed through customs in Transcarpathia, and after inspection of law enforcement agencies it turned out that the flasks were purchased at an inflated price. Given the commercial account of July 3, 2022, journalists estimated that the price of one thing was $ 7. 9. At the same time, in the process of operational measures it was found that their real price is several times lower than the one specified in the customs documentation - $ 0. 59 apiece.
Thus, the flasks were purchased at a price 13 higher than the real cost. Law enforcement officers suggest that the company "Prolog Service" has ordered 100,000 flasks. "The preliminary data obtained suggest possible corruption manifestations by representatives of LLC" Prolog Service "and interested officials of the Ministry of Defense, which carry out public procurement, in accordance with the contract 286/3/22/48 of 23. 03. 2022," - the material reads , which got to the disposal of journalists.
It was assumed that the goods passed through several European firms - "gaskets", where fictitious documents were prepared. After that, the Main Committee made a request to the Ministry of Defense. The department replied that army flasks were indeed purchased from the Prolog Service LLC at the price of 318 UAH ($ 7. 9). It was noted that after all taxes, the supplier's earnings amounted to only UAH 15. 34 on one flask.
However, investigators still have to carry out the examination and find out the material from which the flasks are made, since this factor affects pricing. However, in general, law enforcement officers suggest that the state budget losses could be at least $ 700,000 from this agreement. In conclusion, journalists, citing unofficial sources, reported that after the so-called "egg scandal", the Ministry of Defense has taken to check all possible contracts, where any hints of abuse may emerge.
It should be noted that on February 28, the Defense Ministry published an official statement that discussed the updated contracts for the purchase of food for Ukrainian military servicemen. In particular, changes were made to eight contracts, according to which the eggs now cost from 8 to 9 UAH instead of 17 UAH apiece depending on the variety.
