Ochakov's mayor bought an apartment in Spain during the war, which had no money - NAPC

The mayor of Ochakov also received from his mother as a gift 12 million hryvnias in cash, although the woman has not officially earned even 600 thousand hryvnias since 1998. After the inspections, the National Agency for Prevention of Corruption (NAPC) revealed signs of illegal enrichment in the amount of more than 12 million UAH of the mayor of Ochakov, Mykolaiv region.

It also found false information in his declarations for 2021 and 2022 for more than 3 million UAH. This was reported by the NAPC press service on Tuesday, May 7. NAPC does not name the name of the mayor of Ochakov, but it is known that this position has been occupied by Sergey Bychkov since 2015. In 2020 he became the chairman of the Ochakiv city territorial community. During the war in 2022, Bychkov, together with his wife, purchased an apartment in Spain with an area of ​​122. 31 square meters.

m. This purchase cost them more than 5 million UAH. In addition, he allegedly received from his mother gifts in the form of cash for more than 12 million UAH. The NAPC noted that the funds "presented" by Bichkov's mother, much exceed her legal income, which since 1998 amounted to just more than 580 thousand UAH. At the same time, the income of the mayor and his wife from the confirmed sources could not cover the cost of the apartment in Spain.

In addition, in his declaration, the mayor noted an increase in cash assets by UAH 2 million, the origin of which was not detected during the audit. During the verification of the declarations, it was found that the official, among other things, noted the growth of his monetary assets by UAH 2 million in the reporting period, but could not confirm the legality of their source.

The NAPC added that Bichkova's wife received more than 300 thousand UAH from an individual entrepreneur who performed works and provided services for the Ochakov city council. The official claimed that these funds were intended to purchase a car for the city council, but this statement was refuted during the audit. These funds spent on her personal needs, in particular, on the purchase of clothing. According to the results of the inspection of the NACC, the police sent conclusions under Art.

368–5 (illegal enrichment) and Part 1 of Art. 366–2 of the Criminal Code of Ukraine (introduction of deliberately false information to the declaration). On April 4, investigative journalists reported that the wife of the SBU Cybersecurity Department Ilya Vityuk in December 2023 purchased a premium club apartment in the capital Pechersk in Kiev. The market value of such real estate is over UAH 20 million. On May 1, President Volodymyr Zelenskyy dismissed Ilya Vityuk from his post.
