The report of January 30 states that the head of the GUR MO Kirill Budanov stated that the offensive of the Russian forces was ongoing. According to Budanov, the Russians will not be able to achieve these goals and are likely to be "fully exhausted" by early spring.

ISW noted that Russian troops have intensified offensive operations in this direction since the beginning of January 2024. The invaders have recently achieved tactical success southeast of Kupyansk on a critical route P07 Kupyansk-Svatove near Starch. They also exacerbate the attacks to the northwest and the west of the starch towards the Oskil River. Analysts noted that the Russians will be able to succeed in the tactical level, but they will not be able to develop them in something larger.
