There is still no mechanism for the return of civilian hostages in the world, explained by the Human Rights Commissioner Dmitry Lubinets. The coordination staff representative reminded that Ukraine is developing a new system that gives the Russian Federation collaborators in exchange for Ukrainians. Yatsenko stated that civilians do not speak "fundamentally" about civilians during negotiations. If they were doing so, the enemy would simply grab people on the streets massively, then exchange for their military. "It will encourage [the invaders - ed. ] To take new hostages in the temporarily occupied territories," said the headquarters.

The official emphasized that to keep civilians during the war is illegal, and their Russians are obliged to release outside all conditions and negotiations. However, they do not continue to carry out this "genocide war". The reason for such actions of the Russians is the efforts of pressure on families from which "certain services" are required for Ukrainian society, as well as to show the Russian "Nazis" to the Russians.

Yatsenko recalled that Ukraine has introduced a new project "I want to my own", which gives the opportunity to exchange collaborators and Ukrainian citizens. According to him, there were already 230 people who left applications on a special site because they would like to move to the Russian Federation. According to him, international legislation still has no work on the liberation of civilians from captivity and has just begun to create. To date, the International Committee of the Red Cross has been verified, which Russians hold 1,700 precipitators. In total, about 14,000 people have disappeared. He identified two aspects of the problem. First, the Russian Federation holds civilians illegally, they should be released immediately and "therefore we cannot apply the exchange procedure for them.

" Secondly, Ukrainians are condemned, they make sentences-and this is another problem. "Civilians are the most difficult category for return," Lubinets emphasized. It should be noted that Ukraine has carried out more than 50 prisoners for two years of the war. During exchanges, the defense forces were returned home, who were captured during the fighting. Sometimes civilian hostages are returned home. For example, during the exchange of June 21, the Russians released 10 people.
