"Russian soldiers are still wandering through forests." The Ministry of Internal Affairs told what is happening in the liberated territories of Kharkiv region. Interview

In an interview with Radio NV, he spoke about his impressions of what he saw and the work of police with collaborators, invaders and the local population.

- You, together with President Vladimir Zelensky, visited the released raisins on September 14. What did you see there? Video of the day - I would like to clarify that I was in another delegation. We arrived in conjunction with the head of the National Police the day before. We organized the activities of the police and restore its work in the newly released territories.

We have seen a huge amount of work for police, because for the vast majority of the population, the restoration of power is associated with police officers. We are working to install additional patrols, additional checkpoints. To strengthen the work of Kharkiv police, up to a thousand police from all over Ukraine will arrive there. These people are carefully prepared for service. Everyone goes exclusively voluntarily.

I can say that there is even great competition - so much desire for our colleagues from all over Ukraine to help restore the order and law in the newly released territories. It is still necessary to work in quite difficult household conditions. The fact is that a number of settlements of Kharkiv region is de -adjacent, in particular because of the peculiarities of building an energy system.

Until recently, the same Vovchansk, Shevchenko and others were provided with electricity on the Russian side. And when Russian invaders have realized a few days after the liberation of these territories that they did not control them, they were deactivated. But our SESS employees also go to the help of local utilities: where they need assistance or their resource is not enough, the SES includes.

By the way, we formed a consolidated detachment of the SESA forces, which also arrived in Kharkiv the day yesterday. They are already divided into calculations, work in the territory of all released areas, settlements. We restore the work of police departments, fire and rescue units, saturate the region with equipment, help in bringing humanitarian aid, including water, food, and provide first domestic assistance to people.

Police are doing a huge job survey - who and how they behaved during the occupation. We have received numerous reports of commission of war crimes, which are recorded by our colleagues from the National Police together with investigators of the Security Service of Ukraine. We find collaborators and potential saboteurs. We delay Russian soldiers who are still roaming forests and other areas of Kharkiv region. Hunger is not aunt - people are forced to look for food, shelter.

Local residents are actively helping us to delay the failure on the Russian side. - They heard that some locals bring these collaborators in the trunk. What about those police officers who worked in Kharkiv until February 24? Pro -Ukrainian activists and security forces were first persecuted - they were the first to fall on the basements, where they were tortured and killed. And the second that we know is some of them crossing the invaders.

What is known about the police composition that was there to a large -scale invasion? - In the territory of a number of settlements of Kharkiv region we were found with the help of the local population of Kativni, in which we kept in completely inhumane conditions of our fellow citizens, as well as foreigners. It was about the citizens of one of the Asian countries, who, as peaceful foreign students, tried to go to the territory under the Ukrainian government controlled.

They were stopped by the Russian military, illegally detained, tortured. All these traces of war crimes are now carefully documented. And in the experience of Bucha we understand that the most horrific crimes can only be exposed over time. We have already faced the exhumation of individual bodies not only with signs of violent death, but also torture - cut off ears and so on. This is only the beginning. For example, I was on the territory of Kupyansk yesterday with the head of the National Police.

There was a clear feeling that the Russians came here, as they claimed, forever. On the territory of the police department, a full, quite expensive and high quality banner "Police, the Ministry of Internal Affairs, the Russian Federation" has already been hung. Moreover, even new samples of Russian office equipment were imported. This is all actively studied by our police officers.

First of all, we carefully explore all corners of this administrative building and many others to identify possible dangerous objects. About traitors. We, in conjunction with our colleagues in the Security Service, already have a fairly clear idea of ​​the number of citizens who cooperated with the enemy, have performed administrative and administrative functions. These are civilians. Some were even admitted to the ranks of the so -called "People's Police".

For the most part, these are people not that the third, fourth grade. We saw in what conditions they served. Sorry, but where they worked, they went to the toilet almost nearby. This is to talk about the quality of people. - For some reason, this is a very important feature of Russians. First, where they go to the toilet (there, where they live). Secondly, they steal the same toilets.

Perhaps they will steal the toilets, so they have no different choice, but to go to the toilet next to the place where they sleep . . . - a large array Nutella, and I ate three whole sneakers at once. We are about to understand what "culture" has encountered. As for our compatriots who came to the service of the Russians. I can say that 99% are former employees not even police, but also police expelled for all kinds of abuse, alcoholism, trade in material evidence, bribery and more.

Some of these people have even had time to be caught on hot Russian invaders. For example, this case took place in Kupyansk. There are isolated cases of transition to the side of the enemy and police officers.

As soon as we became aware that these people moved to the Russian side at the end of February this year, they were immediately released from the ranks of the National Police, which was based on the materials of the DBR Internal Security Department, which accumulated materials and reported suspicion to traitors. I would like to emphasize that the number of these people is extremely insignificant. There were no more than 20-30 people in Kharkiv region.

Likewise, the heads of the OTG in the vast majority refused to cooperate with the enemy. And those who have shown such a wish, the punishment was caught up even faster than Ukrainian justice. They tried to escape with the invaders. First, they were kept in inhumane conditions in rather inhumane conditions-in the so-called "sediments", giving them a third or fourth turn for evacuation.

Secondly, some miracle their homes were burning for some reason, as soon as they left their buildings and fled with the invaders. - Ukrzaliznytsia reported that she launched a train to Balakliya. People return to their hometown, their homes. They come and see their neighbors, who could come out on May 9 with "Aquaphras" or Coloradostry ribbons that could move to the side of the occupier or say that Russia is here forever. We can expect that there will be conflicts on household soil.

How is the Ministry of Internal Affairs prepared for this? - National police authorities interview the entire population, a storage and place bypass in towns and villages is carried out. They interview who he behaved. I literally watched one of the police departments in Shevchenko. Residents are very actively sharing information. Subsequently, it is tested, we form a witness base. All protocols immediately form the basis of criminal proceedings as certain crimes are recorded.

I would like to emphasize that the work is cooperated with the prosecutor's office and representatives of other pre -trial investigation bodies, the Security Service of Ukraine. It is very nice to see high professionalism, extremely clear interaction and motivation of the population to restore normal life, and law enforcement officers - to restore normal order and to ensure everything to ensure that the enemy never returns.

- Did you have the opportunity to communicate with the locals? Could you share the stories that they told you? - I, together with the head of the National Police, was in Balakliya, Izium, in Gravokovo. Then we visited Shevchenko, Kupyansk and other settlements. In some settlements, as in Volchansk, there are currently checking measures.

In general, I would like to point out the extremely sublime mood of the majority of the population. I think you understand what I am. I have never heard Kharkiv region as Ukrainian as we heard it now.

People are ready to endure and wait for the most important everyday needs to be solved, because there is no light, both communications and water supply are problematic. We are actively cooperating with the Ministry of Reintegration and other agencies to ensure timely payment of pensions, restoration of Ukrainian mail and other utilities. Everything is made of wheels, group, mood is very positive. As for interesting stories. For example, those who impressed me.

I would celebrate one of the police on one of the checkpoints. When I asked him what, in his opinion, the reason for such a quick escape of the Russians and leaving them just a huge amount of armored equipment, he simply sincerely said: “So Russian corruption helped us here. All the diesel fuel they had at their disposal was simply sold to the local population, so the Russian invaders had to flee simply directly using bicycles in particular. ” I want to point out the heroism of our boys.

None of the rescuers succumbed either to persuasion or threats of occupation authorities about cooperation. No one put on the signs of the Russian fire service. Similarly, police refused cooperation, even those who for some family reasons were unable to reach the territory under the control of Ukraine, remained oaths, actively assisted us in defining military goals. And they also actively help us to find those who crossed the boundaries of the law and cooperated with the enemy.

- From the information we know: the first thing the Russians do when they capture some settlement, the first thing that appears there is torture. Can you confirm this? Do we understand that in every town and the village they seized in the same Kharkiv region, we will see such cellars where we were tortured and killed by Ukrainians? - partially confirmed. The torture is currently found in Balaklia. We have prompt information that needs confirmation of a similar torture in Vovchansk.

There were tortured people, including electric current and so on. We will be carefully studying and publicity, because everyone should know about these horrific crimes. Some processes have been slightly delayed compared to other temporarily occupied territories. For example, it would be premature to talk about mass certification of Kharkiv region. The Russians have made several dozen Russian passports for the TV.

Now these losers are in a rather awkward position: a few days before the evacuation is happily telling the television that have been waiting for this moment all their lives, and literally the Ukrainian authorities are returned to the settlement or two to the settlement. Everything will now have to live with this, regardless of criminal responsibility. The tax service system was established.
