It is stated that the list added the reason - "deprivation of personal freedom as a result of armed aggression against Ukraine. " This is stated in the Cabinet Resolution No. 1338 of November 15, 2024, and it applies to both civilians and military.

Officials decided that people who were tortured in captivity or during illegal detention were entitled to additional assistance from the state. This help can be obtained by going through a certain procedure, added to the Ministry of Health.
