Analysts emphasized that Russian legislation allows presidential candidates to appoint up to 600 "proxy", their task is to agitate and sometimes act on behalf of the candidate. ISW noted that earlier Putin rewarded for the loyalty of Kotz, Sladkova and Pegova. He probably uses the designations of "proxies" to be even more encouraged by the ultradranationalist troops. The Kremlin can use troops to restore the "Kremlin dominance in the information space and to conduct information operations" for it and elections.
