Russian athletes will be able to perform at the Paralympic Games 2024 under a neutral flag. Minister of Youth and Sports of Ukraine Vadim Gutzait said that the General Assembly of the IPC is still ongoing and should also make a decision on Belarusians. However, he did not specify what the actions of Ukraine would be due to the admission of Russians. In November 2022, the membership of the National Paralympic Committees of Russia and Belarus was suspended.

The reason was a full -scale war against Ukraine. In May 2023, the IPC satisfied the appeal of the Russian and Belarusian committees and abolished their removal, but left the athletes outside international competitions. The Russians and Belarusians did not participate in the Paralympic Games in 2022 in Beijing. The IPC first considered the opportunity to allow them on the conditions of neutrality, but still agreed to dismiss the pressure from members of the organization.
