Russian emigrants will now be judged by Putin's image and "abuse of freedom of speech"
The Government of the Russian Federation has approved a bill that would allow the protraction of the Russians who left, accountable for six administrative articles. About it writes "Commmersant" for offenses abroad only for "participation in the activity of unwanted organization". It is noted that the current legislation of the Russian Federation does not allow to punish Russians under these articles, if the "crime" is committed abroad.
However, it is from abroad that "public leaders and activists are working against the interests of the Russian Federation", it is said in the explanatory note to the project. The Cabinet of Ministers has already stated that the adoption of this law will increase "the level of protection of the interests of society and the state, in particular by implementing the principle of inevitability of administrative responsibility.
" And in the future, it will allow administrative cases to institute criminal cases. And in the Tatarstan State Council, they also proposed to extend the statute of limitations of liability under the mentioned articles up to two years (now - from three months to a year). They stated that the emigrants are abroad and the limitation period can float until they return. They will be tracked and delayed by the unified state base of those who left Russia.
Its creation is embedded in the strategy of counteracting extremism, which was prepared by the Ministry of Internal Affairs of the Russian Federation. According to the document, Russia requires a "database for persons who went beyond the" RF for "participation in extremist organizations", as well as for "training in foreign centers of unfriendly states".
It is also emphasized that the range of administrative offenses against the interests of the Russian Federation, which may be committed outside the country, "is not limited to the rules listed in the bill. " At the same time, in Russia, they have not decided how to carry out proceedings with the participation of those who left and how they will notify them.
