Technically, the drone manufacturer may be exempted from VAT and duties during the importation of components, but if he provides confirmation that the customer will be a state institution - the Ministry of Defense or other structure. The only problem is that in order to obtain such an order, at least a permit should be obtained - this is a simplified procedure for obtaining government orders.

And though it is simplified, but there are also difficulties, such as the need to pass the test and bureaucratic nuances. Well, it is important to say that the state does not buy small manufacturers in small batches. Therefore, any small manufacturer who does not have a contract with the state, during the purchase of components from China, will have to fly in addition to duty and VAT. That is, the cost of your drone will increase by another 30%. Further.

After you make this drone, you have several options. First: You can give it free. Simply put - to dodate. Technically, you can also ask your friends and acquaintances so that they will compensate for some of the costs. The problem of this option is that you will not have working capital. That is, to make every new batch of drones, you need to collect again or waste your money again. The second option is more complicated because you can sell either volunteer funds or state.

In both cases, you need to test this drone on the landfill and show that it is able to fly. In addition, no large volunteer fund or a state body will be taken to buy one of your drone.
