The situation with migrants, foreigners and army of Russia is referred to in the analytical report of the Institute for War Study (ISW), published on January 4. Analysts drew attention to two decrees of Russian President Vladimir Putin. The first is to simplify the procedure for obtaining a Russian passport for foreigners who have concluded an annual contract for service in the Armed Forces of the Russian Federation, private military companies (PECs) and in volunteer battalions.
The procedure will now take from one to six months and without standard formalities. Such actions indicate that the Kremlin tries to replenish these people with an army, which suffered losses in the war in Ukraine, explained on the portal. The second decree refers to citizenship for persons who left Crimea before the annexation of 2014.
From now on, such persons - citizens of Ukraine and stateless people - as well as their closest relatives, have been entitled to the Russian Federation and service in the army. The analytical report states that the provisions of Putin's decrees "formalize" the call to the Armed Forces of the Russian Federation. Previously, the Kremlin could not determine what it needed visitors from Central Asia - as cheap work hands or as soldiers at the front.
However, from now on, they seem to have decided - migrants will mobilize to the ranks of the Armed Forces of the Russian Federation. The portal also mentioned the statement of Russian politician Alexander Hinstein. He stated that he had helped a foreign mercenary who served in Wagner PEC and returned to his homeland, where he could be punished for participation in the war. According to him, this person was "saved.

Meanwhile, the Ukrainian Center for Resistance reported that the Russian authorities are planning to take on military registration of 17-year-old young men living in temporarily occupied parts of Kherson and Zaporizhzhya region.
