The Armed Forces of the Russian Federation are likely to accumulate rockets and launch a large number of them with drones at once to overload Ukrainian air defense, they write in their report analysts at the Institute of War (ISW). The ISW noted that in September, only four night blows used more than 10 rockets. From the end of August 2025, the Russians have struck one massive blow, which contained more than 40 rockets, about every two weeks.

In the opinion of analysts, it emphasizes the tendency in the tactics of the invaders to carry out several large -scale combined blows, interspersing them with smaller blows to drones. Also, in combination blows, the Russians use more winged missiles than ballistic. The Baltic Studies of the Russian Federation are used more often for the task of point strokes for specific purposes, while drones and winged missiles overload air defense.

Analysts have noted that US Patriot SCRs remain a single air defense system in Ukraine that is capable of knocking down Russian ballistic missiles, so Russians can target cities and energy infrastructure that do not have active protection of these complexes.
