Safety and vitality. 9 of the principles that the cities of Ukraine will be rebuilt after the war will

After the victory, Ukraine will have to renew the destroyed cities. Economist Vladislav Rashkovan proposes to think about it in advance, describing 9 principles of establishment of the modern city. 9 The principles of building a modern city a month ago I asked what you would like to have in the modern Ukrainian city, rebuilt after the 3B concept - "Build Back Better" (to rebuild better than it was, not just to restore it. As it was before February 24).

Since then, I have read / watched more than 15 books about urbanism of modern cities (I will make a post about books separately) and formulated from the ideas of these books 9 key principles of the modern city, which for me (economist, not urbanist) fit into this concept of 3b. These principles are: 1. Secure and Resilient: ensuring the security and stability of the city is of paramount importance in the conditions of martial law.

After the war and our victory, security risks, unfortunately, will not be especially gone. Therefore, a safe city should be ready to respond effectively to a wide range of challenges, including war, safety threats, natural disasters (climatic changes are also increasing). This requires comprehensive city protection plans, emergency response, regular infrastructure maintenance and proactive community readiness programs.

By developing cooperation between government agencies, military services, rapid response services and public organizations, the city can build a reliable network that can quickly rally during danger and quickly resolve crises. 2. Human-centric focus: Designing cities around well-being and promoting the happiness of their inhabitants is important for creating spaces where people can prosperly.

The priority of happiness in urban planning leads to healthier, more involved residents and promotes effective life and success of the city. A person -oriented city provides priority to public health and should be able to offer available medical services and environment for mental well -being. The city should appreciate education and continuous education for any age of the locals, providing opportunities for skills and economic growth.

The city that focuses on the physical, mental and social needs of its inhabitants, educates a dynamic, connected and stable community. When designing streets, green spaces and lively public areas in such cities, the importance of promoting social connections, community affiliations and community should be kept in mind. 3. Economic self-suction: economic diversity and self-sufficiency are fundamental factors of long-term prosperity of the city.

We need business and entrepreneurs in the city - large, medium and small, local, multinational, in the field of production and services. The city that promotes economic growth through local business, industry and innovation, reduces dependence on external factors, including the state budget, and is becoming more resistant to external challenges.

Encouraging economic models of cooperation, such as industrial technological parks, joint platforms and cooperation and coworking, increases the efficiency of resource use and communications in cities. By cultivating a variety of economic landscape, such cities can withstand economic waves and provide their residents with great opportunities for work, earnings and well -being. 4.

Sustainable and Green: Introduction of Sustainable Development Principles and Green Integration of Green Infrastructure are vital to the future city in the modern world. Steel practitioners help minimize environmental impact and save the city's resources. The green city should be given priority to renewable energy sources, efficient systems for waste processing/disposal and protection of the natural habitat.

By developing green areas and parks, urban agriculture (local gardens) and efficient transportation options, the city can improve air quality, reduce carbon emissions and create a healthier urban environment for both residents and nature. If the modern city is not focused on the green economy, it will not be funded in the medium term. 5. Innovative and smart: Innovative and smart city should use the latest technological achievements to improve urban life.

Intellectual infrastructure, such as intellectual power grids and efficient transport networks, should facilitate the creation of a more adaptive urban environment. By applying data based on data and digital decisions, the city can not only optimize its services and resources, providing transparency of management, but also improve security for their citizens (see the first principle).

However, ethical issues, cyber defense/protection of residents' rights and confidentiality should also be taken into account when developing and integrating technologies into local planning. 6. Inclusiveness and mobility: promoting inclusivity and mobility should guarantee that the city will be accessible and convenient for all residents. After the war and returning our heroes home, it is extremely important for Ukraine.

Modern urban theory argues that the design of areas with mixed land use (residential, commercial and recreational areas) should improve and encourage convenience for walking and reduce the need for long -term transportation. Priority of accessibility and mobility thanks to public transport, convenient for pedestrian streets and universally designed spaces guarantees that people of all ages will be able to move easily by the city.

The fair distribution of infrastructure, resources and services between areas should reduce disproportions and inequality, contributing to social cohesion, which is also needed by post -war Ukraine. 7. Compliance with the European concept of Bauhaus (Following the European Bauhaus Concept): European concept of Bauhaus emphasizes the holistic principles of design and planning of individual buildings and the whole city, which give priority of stability, aesthetics and cultural integration.

This approach encourages the creation of a harmonious urban environment that organically combines nature, culture and technology. Consciously and professionally taking into account the principles of form and function, the city can cultivate and develop its own special identity (against the idea of Cheremushek in Soviet planning), while ensuring the well -being of its inhabitants and the balance for the environment. 8.

Cultural Activity (Culturally Vibrant): Cultural diversity enriches the social structure and fabric of the city. Ukraine is quite diverse, and the war has brought massive internal migration of our citizens. Thus, after the war, our cities should be able to appreciate and honor the traditions, languages and artistic self -expression of their inhabitants, even if they did not live in these cities before the war.

This will not only intensify social cohesion, but also increase domestic tourism and economic opportunities of cities. By supporting cultural events, festivals and creative spaces, the city can create an environment where residents with different origin will feel valuable and related. 9. Socioly Empowered by Citizens: Transparency, accountability and public involvement for management is one of the key factors for the development of a successful city.

Expanding citizens' opportunities for active participation in urban planning, decision -making in community development contributes to the development of a sense of ownership and pride. When residents have the right to vote in policy, effective initiatives are more effective and reflecting people's needs and aspirations. By contributing to the involvement of citizens, the city creates a solid basis for a common and inclusive future.
