"Strengthening" mobilization and students in the Armed Forces: How will the call in Ukraine change since September 1

At the end of August during the third summit of the Crimean Platform, President of Ukraine Volodymyr Zelenskyy mentioned the "strengthening" of mobilization. What will change in the order of mobilization in Ukraine from the fall of this year? Ukrainian men aged 18-60 are considered to be conscripts and, given that the martial law was extended until November 15, 2023, they receive summons.

The mobilization, according to the head of the Ministry of Defense of Ukraine Alexei Reznikov, continues in accordance with the established plans, and it is not yet at an accelerated rate. From the legal point of view, there will be no additional mobilization. Currently, the staffing is changing in the CCC and JV. During the fall, an analysis of the mobilization resource available in Ukraine should be analyzed.

At the end of August, speaking at a press conference during the third summit of the Crimean Platform, President of Ukraine Volodymyr Zelensky mentioned the "strengthening" of mobilization. Representatives of the Armed Forces asked him this request. At the same time, the head of state pointed to the need to first and foremost deal with violations in military enlistment offices and military medical commissions (VLK). And only then to think about what the order of mobilization should be.

Lawyers suggest that if mobilization is increased, the norms that give a deferral from a number of students can be viewed. And, for example, to call people who receive a second or third education after 30 years or those who have joined the university after the introduction of martial law.

Martial law is a special legal regime that is being introduced everywhere in the country or in a separate territory in the case of: when administering martial law, state authorities and military command are endowed with a number of powers aimed at preventing threats and national security. In particular, government agencies can restrict the constitutional rights and freedoms of citizens - individuals and legal entities for some time, while specifying the validity of such restrictions.

In Ukraine, the martial law began to operate immediately after the start of a full -scale invasion of Russian troops. From a legislative point, little has changed now when compared to February 24, 2022: summons can be handed over to each of the military ages of 18-60 years.
