The bill on denunciation of the National Minority Convention must protect Russia from "discriminatory attitude". Russian President Volodymyr Putin has submitted a bill on denunciation of the Council of Europe Convention on the Protection of National Minorities to the State Duma. The draft document was posted in the electronic database of the Lower House of the Russian Parliament on Friday, September 29.

Putin's Law "will avoid discriminatory attitude" to Russia. The Convention, which is coming to be denounced in the State Duma, in particular, forbids: the Convention, which Russia has signed in 1996, also establishes the right of national minorities to free use their language.

After the commencement of the Russian Federation in Ukraine in February 2022, the Committee of Ministers of the Council of Europe suspended the Russian representation in the statutory bodies of the Council. In March 2022, the Committee approved the resolution on the exclusion of Russia from the organization, after which the Russian Federation officially informed the Secretary General of the CoE, which intends to withdraw from the Council of Europe.

In February this year, the Russian State Duma adopted a law on termination of the Russian Federation 21 international treaty with the Council of Europe, in particular the Convention on Human Rights.
