This is our third meeting in this format, and I am grateful to all of you for your support of Ukraine, the Ukrainian people. Thank you, Andrew, for today, for our children.

Thank you very much for your hospitality to our wounded warriors who are being restored here in your countries, and especially for your participation in the peace summit, as Andrei said, for the peace of peace and immediate joining the final communique - all you are really trying to finish this war in A fair way. This is very important for us. And we appreciate the relationship between our peoples, everything that strengthens us and makes the world more stable.

Unfortunately, stability becomes a rare resource. Therefore, every source of safety for people, every source of real peace in international relations is valuable. No one in Europe needs to remind how important stability is for the Balkans. Just like the situation in Eastern Europe, what is happening in the Balkans determines whether Europe suffers from war. That is why Ukraine's resistance to Russian invasion is a condition for your stability.

If Russia managed to conquer our country and jeopardize all of Eastern Europe, there is no doubt that the next region that Moscow would use to destabilize Europe would be Baltic countries or Balkans. Therefore, we share a common interest in that Russia has no strength to continue its aggression or interfere with the lives of other countries. Dear friends! We need to do everything to reduce Russia's ability to destabilize Europe and the world.

First, I am grateful to every country that has already concluded with us, with Ukraine, a bilateral security agreement. As of now, there are 26 agreements. Most of those who are presented at our summit are already part of it. And I invite everyone else. It is very important that this security structure covered all of Europe. When countries are united by strong security ligaments, this peace can not be broken by external intervention. Second.

Russia's war against us, against our people, against Ukraine demonstrates the world, which looks like a modern war. Each leader should focus that his army is technologically developed. And we offer cooperation in this. And Ukraine is able to produce more modern weapons, and we need investments. And it will help us now. But after this war, this will guarantee the strength of your own arsenals.

Production of drones, electronic wrestling, equipment and ammunition in Ukraine is an opportunity for your region to protect your peace. And I want to emphasize the production of ammunition. Your region has potential here. Please invest in the development of these industries in your countries, especially in ammunition components. Third. In spite of considerable political tension, we must ensure that our unity in Europe remains as stable as possible.

If Europe is not the only one if it does not unite today, it will not be peaceful. Therefore, the integration processes that have begun must achieve their results. The EU must unite the whole continent - all democratic countries in Europe, including all your countries, and all this region, and our Eastern Europe. And I thank everyone who supports Ukraine's membership in the EU. This will certainly be achieved. And we need to coordinate our efforts for faster joint success.

I propose to cooperate with candidate countries even closer to team levels to make our integration easier. Further. Recently, within the G7+ meeting in New York, we have signed a declaration of Ukraine's restoration. It has already been supported by more than 30 countries. And I invite all other partners to join it. This will accelerate economic growth for all of us and strengthen our Ukrainian sustainability.

And we are talking not only about the reconstruction of what was destroyed by Russia, this war, but also about the creation of new energy, industrial and social opportunities that will make Europe stronger and competitor at global level. This will play the same role in our century as Marshall's plan to strengthen Europe in the last century. Fifth.

Since July, we have been working on peace formula points, and by November there will be a document - the basics of peace, which will set out the detailed conditions for the fair end of the war. And we are preparing the second summit of peace. And I thank everyone who participates in this process. And, of course, the question remains how to force Russia to peace. And how do you get responsible for the war to adhere to the formula of peace? Now Russia is avoiding honest diplomacy.

That is why we have developed a plan of action in Ukraine that can overcome the gap between the current situation and the successful holding of the Peace Summit. For us, this is a victory plan. For each of your countries, it is a plan for reliable stability. When the plan is fully implemented, Russia will lose the ability to threaten us, threaten Europe. The plan was represented by the United States - our largest security donor.

Now we share his provisions with everyone who can help us achieve his goals. You can help with the key geopolitical purpose. The first point of the plan focuses on whether the problem of deficit of geopolitical certainty in Europe will be overcome. Does Ukraine have a place in NATO? If so, and this is properly confirmed, Putin loses geopolitically. Russia must admit that Europe has borders, independent states, and each of them has the right to choose its future.

The truth is that Russia's acceptance of this reality can only begin with the understanding that Ukraine will never be subdued by Russia again. Your countries and people are interested in the same result as we do. That is why Ukraine's invitation to NATO and future membership for Ukraine would be real steps to peace. Without geopolitical certainty, peace is impossible. So I thank all those who are truly determined today.

In October, November and December, we have a real chance to move the situation towards peace and long -term stability. The situation on the battlefield creates the opportunity to make this choice - the choice in favor of decisive action to end the war no later than 2025. And we count on the leadership of President Baiden. We count on the powerful and wise steps of the United Kingdom, France, Germany and Italy, which will bring security and peace to Europe.
