The Russian telegram-channel reported that the owner of the bakery was celebrating the birthday at the time of arrival. He was 36 years old. "There could be more victims, but some guests were late for the celebration. Local deputies, Ministry of Emergencies and prosecutors were among the invitees," the message reads.
