Ukrainians are restructured by the war: what does it mean and whom will touch

It is known that restructuring will be available during martial law and another 30 days after its abolition. President Volodymyr Zelensky has signed laws on mandatory restructuring of consumer loans for citizens from the territories where hostilities or temporarily occupied territories are ongoing. These are the projects No. 9051 and No. 9052. Thus, in Ukraine, during martial law, mandatory installments were available on loans that were not provided with pledge.

Under the terms, restructuring will be available during martial law and 30 days after it. According to the laws, at least one of the following criteria must be met: the consumer who wants to get a delay on a loan should not have debts as of February 23, 2022. According to the National Bank of Ukraine, in 2022 banks issued 2009 mortgage loans, and their total amount amounted to UAH 1. 96 billion. Compared to 2021, new mortgage lending has decreased 5. 3 times by the number of contracts and 4.

3 times in monetary terms. But if in the first months of the war banks were almost massively stopped in massive loans to individuals due to lack of demand, then from the second half of 2022 and further the situation in the consumer loan market began to improve.

We will remind, in Ukraine since May 9, 2023 no longer operates the Cabinet of Ministers, within which the State Executive Service was forbidden to arrest the accounts of Ukrainians in the amount of less than 100 thousand hryvnias during martial law. Reason: The Law "On Amendments to Certain Laws of Ukraine on Certain Features of Organization of Coercion of Court Branching and Decisions of Other Authorities during Martial Law" came into force.
