Low salaries, expensive rent and reduction of payments make internal displaced persons return home. More than 150,000 people preferred to live under fire or in Russian occupation. Regarding the Eosel Program - in the summer of 2024, the total amount of compensation for the damaged and destroyed housing crossed the mark of UAH 20 billion. "But it is necessary to look at the realities of the eye: in Ukraine more than 4. 5 million displaced persons with unresolved housing issues, 600 thousand people are in housing queues. The pace of implementation of the Eosel program can cover barely 10% of real demand," the MP admits.

The most anticipated for IDPs is the ability to get compensation for housing in the occupied territories in the discussion. According to Tkachenko, the Equation Program should work in all de -industrial settlements. But where the Russian military stays, it will be launched only after the territories are released. "It is necessary to reduce the costs of the activities of the authorities and salaries to officials who have moved from the occupied territories. The military administrations of the occupied settlements should work, not exist. The swollen staff needs tremendous funding," Tkachenko added.

In recent months, many citizens who have agreed to compensate have been complaining about the inability to get funds either about housing repairs or to buy a new one instead of destroyed. Elena Shuliak explains this problem by changing the sources of funding for the Equinal Program. Initially, the program was funded by the Fund for the elimination of the consequences of Russian aggression and arrested assets of Russian banks in Ukraine.

The same fund paid for the restoration of critical, transport and energy infrastructure, so there is no money. In the spring of 2024, international partners joined the program in the spring of 2024 - the World Bank, as well as EUR 100 million, the Council of Europe Bank provided $ 200 million. However, these funds were not enough. Shuliak considers it necessary to allocate another UAH 10 billion for payments under the Equinal Program.

The authorities also want to change the Eosel Program: to reduce the amount of the first fee on the loan from 15 to 10%for displaced persons. The second step is to reduce the interest rate - from 7 to 3% per annum. "Another change is the increase in the age of housing. IDPs were offered apartments only in new buildings, which significantly narrowed their opportunities. Such housing and more expensive, and in the regions it has been built in recent years," - summed up the People's Deputy.
