According to journalists, in early September, the Customs Office of Germany gave the customs authorities to Berlin and Frankfurt-on-Oder to pass Russian oil for Rosneft Deutschland, which enables sanctions. Contrary to sanctions, in Germany with the help of a subsidiary of Rosneft - Rosneft Deutschland, Russian oil continues to receive, which is probably imported from Kazakhstan. As a result of the media investigation, they found that in early September, the Customs Department of Berlin and Frankfurt-on-Odore was instructed at Germany's Customs Services and Frankfurt "without delay" for Rosneft Deutschland. Although the instruction of the customs regulator of the Federal Republic of Germany is not extraordinary, in practice it gives the German unit "Rosneft" the opportunity to import cheese oil without checking for possible bypass of sanctions.

Earlier, Rosneft Deutschland was completely dependent on oil supplies from Russia, but according to the latest data, the organization probably changed its strategy by purchasing oil in Kazakhstan. Despite this, the German Customs Office is seriously concerned about the possible high risk of bypassing sanctions as a result of such agreements. Moreover, it is claimed that the Kazakh oil field from which the oil is allegedly supplied to Germany belongs to Lukoil from Russia.
