According to the head of the Luhansk Regional Military Administration, Artem Lisogor, without Russian passport, Ukrainians restrict access to utilities. The invaders continue the forced issuance of passports to Ukrainians in temporarily occupied territories. In particular, in the Luhansk region, the enemy applies new approaches to force people to receive Russian passports. This was reported in Telegram by the head of the Luhansk Regional Military Administration Artem Lisogor.

According to him, without a passport of the Russian Federation in the residents of the occupied territories there is no access to utilities. According to his statement, Russian representatives introduced a ban for utilities employees in Lugansk for inspection of water meters without presenting the owner of the house of the Russian certificate, the insurance number of the individual personal account and the registration number of the taxpayer's accounting card.

The head of Ova also noted that the residents of small settlements of the temporarily occupied Luhansk region have repeatedly expressed dissatisfaction with the absence or irregularity of public transport between villages and district centers. For example, in Lutugin, settlements, buses are heading from the surrounding settlements only once a week. At the same time it is impossible to get into larger cities quickly and at an affordable price.

Lisogor stressed that Russian invaders do not pay attention to the problems of the locals. Recall that pensioners living in the occupied territories are offered a one -time payment of 5 thousand Russian rubles by the occupying power. These funds are issued under the guise of "humanitarian aid", but receiving this assistance provides for the signing of the ballot.
