The UK Ministry of Defense believes that according to the plan of the military leadership of the Russian Federation, the strikes for critical purposes had to demoralize the population and force the Ukrainian authorities to capitulate. However, Ukraine successfully resists these attacks.

Since October 2022, Russia has struck the energy system of Ukraine, trying to implement the concept of "strategic operation to destroy critical goals" (Sodcit), which is a key component of the military doctrine of the Russian Federation in recent years. However, its effectiveness was not as great as it could be expected at the beginning of the war. This was reported on December 1 by the UK Ministry of Defense.

In the publication, British scouts note that according to the plan of the Russian Federation, Sodcit involves the use of a distant radius missile for the task of strikes on critical objects of the national infrastructure of the enemy. The strikes were made to demoralize the population and eventually force the leaders of the state to capitulate.

The British Ministry of Defense emphasizes that shelling of Ukrainian infrastructure continues to cause lack of electricity, which leads to large -scale humanitarian disasters throughout Ukraine. But the effectiveness of this strategy is most likely declined, as Russia has already spent a large part of its missiles that are suitable for tactical purposes of this type. Moreover, Ukraine has successfully mobilized its forces successfully in over nine months of war to resist such attacks.

Therefore, the material and psychological effect of the Sodcit concept is probably smaller than if it were realized in the initial period of the war, summed up in the Ministry of Defense.
