This is stated in the report of the American Institute for War Study (ISW), published on April 5.

Thus, at a meeting of the Russian National Security Council, on April 5, Putin called Russia's efforts to strengthen control over the occupied territories of Ukraine "issues of internal security and rule of law.

" The Russian leader called for the continuation of economic, legal and social integration of occupied Donetsk, Lugansk, Kherson and Zaporizhzhya regions into the Russian Federation and emphasized the importance of Russian "renewable" efforts in the occupied territories to facilitate the integration process.

At the same time, Putin accused Kyiv in the threat of civilians in the occupied territories and emphasized the recent "terrorist attacks" on occupation officials and "law enforcement agencies", referring to the attacks of Ukrainian guerrillas. According to analysts, Putin significantly used the concept of "terrorism" and the threat of Russia's internal security to justify repression within the country and in the occupied territories.
