NATO Secretary General Jens Stoltenberg noted that Kyiv allies seek to have the transfer of fighters as soon as possible, but their effectiveness will be greater if the pilots have a high level of training. After receiving the F-16 fighters from allies, Ukraine will have the right to self-defense, including strikes on legitimate Russian military purposes outside the Ukrainian territories. When asked when Ukraine will be able to place F-16 fighters, Stoltenberg replied that it could not be predicted. He stressed that all allies of Ukraine seek it to happen as soon as possible, but added that the efficiency of the F-16 would be greater if the pilots have a high level of training and the crews of maintenance and other staff will be ready for work properly.

"So I think we have to listen to military experts just when we are ready or when the Allies are ready to start sending and delivery of the F-16. The faster the better," he says. According to Stoltenberg, each ally will decide independently whether to give Kiev fighters F-16 because they have different policies.
