At that time, Kiev had only three Patriot: one battery was provided by the US and Germany, another Germany and the Netherlands together. Also in 2023 was put one SAMP/T battery from France and Italy. Also, three additional batteries of Petriots and part of the battery provided by the Netherlands in the form of radar and three starting installations have been received from Ukrainian partners over the last year.
Thus, the total number of Patriot batteries in Ukraine as of the spring of 2025 is approximately six units (including incomplete sets), which meets only 50% of the minimum claimed need for seven and 24% of the full score of 25 batteries. At the same time, Italy has promised to put another SAMP/T complex, but its effectiveness against ballistic missiles raises doubts, and in the statements of Ukrainian officials the emphasis is placed exclusively on American systems.
The observers emphasized that even six available Patriot batteries were not effective due to the lack of missiles. This means that additional deliveries of the SPR themselves without the appropriate amusement do not solve the problem. However, there are objective reasons here. The fact is that the US production capabilities in this area are still limited. So Lockheed Martin stated that in 2024 she released a record 500 PAC-3 MSE missiles and intends to increase this figure to 600 2025.
And Raytheon, for its part, produces up to 240 GEM-T missiles per year, but they are intended primarily to combat aerodynamic purposes and are only limited to ballistic threats. As for production outside the United States, for example, the Japanese company Mitsubishi Heavy Industries can produce up to 30 PAC-3 MSE missiles per year under license and American components.
