According to American analysts, in Moscow decided that the "information value" of the accusation of Kiev of the terrorist attack of the guard of any risks and potential casualties among Russians. This is stated in the report of the Institute of War Study (ISW) of March 25.

According to analysts, officials of the Russian Federation and a number of Russian bloggers claim that the shooting and arson of the concert hall in the Moscow region may be connected with Ukraine, but this attack is largely consistent with the previous terrorist attacks of the "Islamic State". According to the authors of the report, accusing Kiev, the Kremlin tries to justify its not terminated military aggression in the territory of Ukraine.

At the same time, according to analysts, in the Russian Federation "ignore the clear threat" that IDIL carries. "The continued perseverance of Kremlin officials and Russian ultradiationalists who accuse Ukraine of an attack that it is likely to commit IDIL may harm Russia's internal security and civilian life," the ISW material reads.

Analysts believe that the Kremlin has recognized the accusations of Ukraine as "informally valuable" and worthy of any risks and threats to the life of the civilian population. ISW also emphasized that these risks are primarily related to Moscow's inability to adequately resist threats within their borders.

We will remind, the President of the Russian Federation Vladimir Putin addressed the Russians in connection with the terrorist attack in the concert hall "City Hall" in the Moscow region, saying that the terrorists were moving towards the border with Ukraine, where the Ukrainian side allegedly prepared a "window" for them.
