The UN reminded that, under international humanitarian law, the attacking party should take all possible precautions to minimize the damage to civilians.

The MMPLU stated that the attack of the Armed Forces of the Russian Federation on January 8 caused "serious concern in accordance with international humanitarian law. " "It was quite predictable that the use of such weapons in the city in the daytime would lead to significant casualties among civilians.
