The Cabinet has changed the rules of military accounting and delay registration: what is worth knowing

The Government approved amendments to Resolution No. 1558 on December 31, 2024. They came into force on January 16, and relate to changes in the rules of military accounting and delay from mobilization for a number of categories of citizens. The Cabinet of Ministers of Ukraine (CMU) amended Decree No. 1558 on the rules of military accounting and the rules of delay from mobilization. This is stated in the text of the resolution published on the Government Portal.

The amendments came into force on January 16, 2025. From now on, updated rules will apply to citizens' conscription during mobilization, as well as the conditions under which they can receive the right to defer from mobilization. Accordingly, the changes in Resolution No. 1558 of the KMU, citizens should report changes of personal data within a seven -day period. They will be able to do it with the help of an e -office of a conscript, a serviceman and a reserve.

Considers may also contact the district or city shopping center and JV to report a change in personal data within the specified time. Otherwise, they are threatened with penalties in accordance with the rules of legislation. According to the new rules, the delay from mobilization is issued with the help of the electronic office of the military with the help of the Unified State Register of conscripts, conscripts and reservists.

This occurs on the basis of those data in other state registers or databases that confirm the availability of a deferral in accordance with the list of grounds specified in Article 23 of the Law of Ukraine "On Mobilization Training and Mobilization". Under the new rules, mobilization reservations can be canceled if the generated automatically deferral does not have sufficiently approved documentary grounds in the state registers or other databases. 1558 states that now men and women whose close relatives have disappeared, must add a court decision to recognize the missing person or extract from the Unified Register of Persons missing in special circumstances to the previously specified list. In addition, the category of persons where the conscripts were recognized as limited or temporarily unsuitable. They are now required to first pass the Military Medical Commission (VLK) and then apply for a deferral.

The new rules also provide for changes in the booking of educational and researchers. For students, graduate students and persons enrolled in graduate school, a delay is given for one semester, but not longer than six months. Scientific and scientific-pedagogical workers receive a deferral from mobilization for the period to the end of the school year. The time of delay may not exceed the term before the occurrence of the circumstances in which the person loses legitimate grounds for deferral.

New changes in the Cabinet resolution provide for changes in general -military basic training (ZBP). Now the mention of the procedure for conducting measures for the registration has been replaced by "conducting measures for the capture of Ukrainian citizens for military records of conscripts, to send citizens of Ukraine for the passing of basic military service". That is why there will now be no conscript commissions, instead there will be commissions on sending for basic military service.

Pursuant to paragraph 11, district CCCs and JVs send higher education applicants to educational military units for the practical training of ZBP. Lists of higher education recipients should be formed by the heads of higher education institutions, which are located in the responsible territory of the Tax Code and the JV of the appropriate level - district or city type.
