This is stated in the report of the American Institute for War Study (ISW). "Russia should agree that ceasefire negotiations should precede negotiations on peaceful settlement," the report reads.

Analysts emphasized that the US, Ukraine and Europe have repeatedly urged to establish a ceasefire regime in order to allow the continuation of diplomatic talks to terminate the Russian-Ukrainian war. Experts note that the Russians purposefully reject such a sequence of events to hold back any ceasefire negotiations for additional concessions from Ukraine and the West.

"Isw continues to estimate that Russia is seeking to delay peace talks to continue your promotion on the battlefield," the ISW said. Analysts also noted that the negotiations on peace before the ceasefire will allow Russia to continue the advance in Ukraine that Russia will probably try to use in Ukrainian-Russian negotiations to obtain further concessions.

"Any future ceasefire will require Russia and Ukraine to participate in separate negotiations to reconcile the necessary reliable monitoring mechanisms, and mixing negotiations on ceasefire with negotiations on peaceful settlement is likely to delay the introduction of ceasefire," experts stressed.
