It is likely that the reduction of the number of guides on the ToS-3 is associated with an effort to increase accuracy.

The Tos-3 "Dragon" should receive more long unmanaged jet shells, which are more demanding to the accuracy of the platform. The range should be 15-24 km, depending on the Russian source. At the same time in the ToS-1A it was 6-10 km, and in fact up to 5 km through the guidance system. The concept of use involves a direct visibility to the target, and then a laser rangefinder should be measured and a ballistic calculation should be measured to bring the starting angle to the desired angle.
