ISW analysts explained why in Russia they want to raise conscript age

According to US experts, the Kremlin is expecting that the war in Ukraine will last no longer in the next three years. On Monday, March 13, the State Duma of the Russian Federation received a bill on raising the conscript age, which may indicate that in Moscow they do not plan to carry out complete mobilization in the future. This is stated in the report of the Institute of War Study (ISW) of March 13.

It is reported that the aforementioned law was proposed by the Minister of Defense of Russia Sergei Shoig at a meeting of the Russian Defense Ministry of the Ministry of Defense of Russia on December 21, 2022. According to the document, the maximum recruitment age in 2023 should rise from 27 to 30 years. The minimum age of conscripts should gradually increase from 18 to 21 years over the transition period to 2026.

The report states that an immediate increase in the maximum conscription age can be aimed at temporary expansion of the age range of conscription to meet the needs of the Armed Forces of the Russian Federation. In the future, this range will be reduced. Thus, some groups of Russians will receive delay for three, two and one year, respectively.

Analysts believe that in this way, the Russian authorities can try to shield the younger generation from demographic and social consequences of war, putting this influence on one generation. According to experts, raising the conscript age may also say that the Kremlin does not expect that the war in Ukraine will last longer in the next three years.

"This proposed expansion of the age range is another additional measure for the formation of forces, much weaker than complete mobilization, and indicates that the Kremlin still does not accept the prospects of complete mobilization," the report reads. Viktor Bondarev, the Chairman of the Defense Committee of the Federation Council may increase the conscript age in Russia, reported on March 3. According to him, changes may come into force in the fall of 2023.
