Kirill Tymoshenko participated in the conference "Ukraine during the war. Economy. Security. Energy. Recovery Prospects ”in Warsaw

Ukraine is counting on the support of international partners, including the expert environment, in the restoration of housing and social infrastructure, destroyed as a result of the Russian invasion. The deputy head of the office of President Kirill Tymoshenko told this, speaking online at the conference "Ukraine during the war. Economy. Security. Energy. Recovery Prospects ”, which took place in Warsaw (Poland).

According to him, in 225 days of a full -scale war, 94 thousand 596 destroyed infrastructure objects in different regions of Ukraine were recorded. Of these, more than 25 thousand objects in the Kyiv region, more than 20 thousand in Donetsk, and more than 9 thousand objects in Kharkiv. In particular, more than 74 thousand residential buildings were destroyed. And new objects are added daily as Russian shelling continues.

“Unfortunately, Ukraine will not really have enough financial resources to restore such a volume of destroyed infrastructure. We will take many years to rebuild thousands of schools, kindergartens, hospitals, energy and transport infrastructure, ”Kirill Tymoshenko said.

The deputy head of the Presidential Office stressed that despite the hostilities that are ongoing, the state cannot delay with the restoration of housing in the de -occupied territories, because people cannot hibernate in destroyed homes.

According to Kirill Tymoshenko, a Fast Recovery Plan was developed for a quick reconstruction of critically necessary infrastructure on behalf of President of Ukraine Volodymyr Zelensky and the head of the office of Andriy Yermak, which includes more than 38,000 specific objects with addresses. "This is what we need to do today so that our people can return home from evacuation," the deputy head of the Presidential Office explained.

According to him, only more than 11 thousand objects have been restored at the expense of the state budget. That is, only 13% are repaired, because Ukraine is critical of financial resources. In order to attract financial aid from foreign governments, agencies and international organizations, a decision was made to create a financial institution, which should become a tool for transparent receipt and efficient use of international assistance to restore infrastructure in Ukraine.

According to Kirill Tymoshenko, the transparency of the Fund will be ensured by maximum control by the donor community, as 75% of its supervisory board will be donors. 100% of the fund management will be assigned to donors, and all its reporting will be publicly available. "We plan that the full launch of the Fund will take place in late November - early December this year," he said.

The deputy head of the office of the Head of State also spoke about the work of an electronic system of accounting of destruction in the country. The information in the system is updated daily. He believed that this electronic database will help the recovery fund in daily operating activities.
