Moscow plans to combine a terrorist attack in City City Hall, attempts on collaborators and pro -Russian activists and strikes of Ukraine on military facilities. The main goal is to strengthen anti -Ukrainian sentiment among Russians. The Kremlin continues to look for "evidence" that would show the average Russian involvement in Ukraine, the United States, and other countries of the West in the terrorist attacks that take place in the Russian Federation.

Similar actions are used to strengthen the support of the Russian-Ukrainian war among the general population. The steps taken by the Russian authorities to frighten Russian citizens are described by analysts at the Institute of War (ISW) in a report published on March 27. The ISW report drew attention to the fresh appeal of the Russian State Duma to the Investigative Committee, which took place on the fifth day after the events in the City Hall City Hall concert hall.

The text claims that Ukraine has attempted pro -Russian activists in the occupied territories and in Russia. Analysts emphasized that the Kremlin, tying Ukraine and the West to terrorist attacks, wants to achieve two goals.

The first goal is to "strengthen the internal support of the war in Ukraine". The second goal is to "expand" the concept of terrorist attacks on attacks on military objects: in this case, the Ukrainian military in the eyes of the public in Western countries.
