According to local authorities, the rocket hit a private enterprise, and his employees were the dead. In the evening, on January 28, Russian occupation troops struck Balianism on Nikolaev, resulting in killed two women. This was reported by the head of the Nikolaev regional military administration Vitaliy Kim. "Unfortunately, two women were killed in the Russian rocket strike on Nikolaev. Mayor of Nikolaev Alexander Senkevich at 20:00 reported that there was an explosion in the city.

"An explosion was heard in Nikolaev! We find out," Senkevich wrote, and half an hour later he confirmed that the Russians had hit a private enterprise. At the same time, in the monitoring telegram-channel "Nikolaevsky Vanek" it was stated that a ship of Nikolaev was hit, and in the city of the Armed Forces of the Russian Federation was hit by ballistics.
