In addition, the Human Rights Watch Human Group emphasized in its report that the Armed Forces of the Russian Federation are conducting purposeful hunting for Kherson's civilian population and its surroundings. "The Russian military also attacked medical institutions, ambulances and their staff, including emergency staff who have arrived to assist victims of previous attacks on civilians," the report reads. Human rights activists stressed that these attacks were not part of active fighting.

It should be noted that from the point of view of international law, fire protection workers are not combatants, but purposeful strikes on them are a war crime.
