Completely ban budget expenditures: how will you learn how to spend money on the Armed Forces, not on series and pavement

technical means, the 2014 war was different from the war-2023, but the essence was unchanged: victory was achieved not only by the heroism of the fighters but also by their security. What costs money. My colleagues with the Verkhovna Rada are already working on solving this shameful problem. The most likely option is the prohibition of funding for the time of martial law of any budget items except protected.

I think such a decision will be made - because otherwise the lovers of drums and electros carriages "does not reach". I already anticipate the yarns of thousands of corrupt officials! We are waiting for dozens of terrible stories in the style of "Grandma came to the hospital, and she fell on her head, because they were not given money for repair.

" And another grandmother did not reach the hospital, because the bridge was blown up by the racists, and the money was taken away for the rebuilding "bad deputies". Immediately put a point in this matter: these cases are just about protected budget items. The ban will affect the drums, adaptation of scripts and other "strategic development concepts". And I will answer some city heads, whose posts I have already seen on social networks. This prohibition will also apply to central authorities.

Yes, including the Ministry of Culture. Will this solve the problem? So. But not completely. No wonder I cited an example with the construction of shelter in a children's camp. This is definitely a logical consumption in wartime. But the devil lies in the details. And this is not even the location of this shelter. Now no children's camp can work if there is no shelter. Even if it is in the most safe area of ​​our country. In this case, the problem in the amount of funds.

Because UAH 14 million - to put it mildly, too for shelter for 140 people. Unless there are gilded candelabras and paintings from the Sotheby's auction. I know well what I say. Now my charity fund is being implemented by the Freedom Space project: we will equip more than 30 shelves in schools and kindergartens of different cities, from Ternopil and Khmelnytsky to Kharkiv and Zaporizhzhia. So here is: the estimate of one shelter in large schools, where 1300 children study about 3-4 million UAH.

It is about transforming a terrible cluttered basement into a comfortable space. Where not just the walls are painted, but there are furniture, baby rugs, soft toys and even movie projectors. And, again, I emphasize where not 140 people can accommodate, but much more. We carefully make sure that these 3–4 million do not turn into 14 million at the expense of deliberate abuse or unintentional negligence. We check each payment, "catch" every extra tile or shock.

Because it is the funds of international donors for which I am responsible. In fact, this is the positive effect of scandals with drums and series. We, Ukrainians, learn to perceive state funds as our own. And look at the screens with Prozorro with dubious amounts with the same fury as the thief trying to pull our own wallet from the bag. Unfortunately, we did not learn this attitude until these funds were expressed in UAH.

Fortunately, we were ashamed when these funds began to be expressed in drones. Because it is the currency of our lives. And it is not just about the lives of the military at the front. In the end, it can "fly" in the roof of a huge house, which the corrupt officer built for himself "income" from the tender to develop the concept of the series about drums. And then it will be too late to regret that at one time he chose a banknote of one hundred dollars, not a hundred drones.

And for my part, I already offered to act even tougher. For example, some amendments to the budget law this year. To introduce the upper threshold in the salary of heads of state -owned enterprises at the level of 15 minimum wages, to prohibit them spend budget funds for public procurement related to their own PR. And also reduce the expenditures of the Ministry of Culture and direct the released funds to the Fund for the elimination of the consequences of aggression of the Russian Federation.
