"The Ukrainian military continues to demonstrate that no enemy rear is safe," the Navy warned. The governor of the Oryol region, Andriy Klychkov, reported on the alleged drone attack on Oryol at 02:04 am on October 31. In his Telegram channel, he wrote that "as a result of the downing of the UAV, debris fell on the territory of the CHP", which resulted in damage to the power supply equipment.

Energy workers have started repairs, and the official urged local residents not to publish photo and video materials with information about the operation of air defense systems or damage to objects, so as not to "help the enemy. "Neptun" is a Ukrainian anti-ship cruise missile, which was developed at the Kyiv design bureau "Luch" in 2010-2020. Later it was modified for strikes against ground targets. It was first used in combat conditions during the full-scale invasion of the Russian Federation into Ukraine.

On April 14, 2022, the Armed Forces of Ukraine hit the Moscow missile cruiser, the flagship of the Black Sea Fleet of the Russian Navy, with two Neptune missiles. As a result, the ammunition exploded, and the cruiser sank. In August 2023, according to one version, the missile was used for the first time to hit a ground target to destroy the S-400 complex on the Tarkhankut Peninsula in occupied Crimea.
