The Report of the Provisional Investigation Commission (TSC) of the Verkhovna Rada states that blocking the border narrows the possibility of financing the defense of Ukraine. The document states that the main source of filling the state budget from customs payments is value added tax (VAT) from imported goods. This "import" VAT is fully credited to the General Fund of the State Budget, that is, it is fully directed to ensuring the defense capability of the state.

Since 2024, the excise tax has also been fully directed to the General Fund of the State Budget. "Duties are the general fund of the State Budget with the same exception. Thus, blocking the border adversely affects not only the business activity of the business, but also narrows the possibility of financing the defense of Ukraine as a result of non -reception of customs payments," the document reads.

The strikers plan to paralyze the movement in more than 500 settlements of the country, having gone to the streets and routes of agricultural machinery.
