According to analysts, the Armed Forces of the Russian Federation regularly use small range ballistic missiles to strike in Ukrainian cities, as they are more effectively bypassing air defense. ISW also believes that the effectiveness of Russian ballistic missiles depends partly on the configuration of the Air Defense of Ukraine in the target zone and shock complex, which is a part of the missile.
Analysts indicated that the Russian forces have achieved "relative success", attacking the territory of Ukraine with ballistic missiles in combination with winged missiles and UAVs, which could encourage the Russian Federation to increase the purchase of foreign missiles.
At the same time, the ISW believes that the Russian defense-industrial base is not capable of producing ballistic missiles on the scale required for regular massive blows in Ukraine, so the Russian Federation requires the procurement of foreign missiles. "Russia may intensify efforts to purchase ballistic missiles from abroad, since, in certain circumstances, these missiles are more effective for defeating goals in Ukraine," analysts summed up.
