According to him, the structure of the Armed Forces of the Russian Federation was created according to the Soviet principles of completion. Therefore, the provision parts are dominated by the number of combat units. Skibitsky added that in the Russian army many units only protect and defense of objects both in Russia and abroad.

GUR notes that the personnel famine in the army of the Russian Federation was actively manifested after significant losses in the first days of invasion in Ukraine. According to Skibitsky, in March-April, the Kremlin decided to use only military personnel in the war. However, due to the increase in losses and wounded in Russia, they reduced to participate in hostilities.

According to the department, mercenaries work only in certain areas as assault detachments operating in the first line of offensive troops. On August 28, GUR declared that Russia plans to mobilize another 90,000 people. The mobilization will be done through the creation of so -called volunteer battalions.
