This opinion was expressed by cybersecurity expert Konstantin Korsun on his Facebook page. According to Konstantin Korsun, through encryption slows down the data rate, but is safer. It is used by messengers such as Signal, Threema, WhatsApp Viber, but Telegram developers have made a choice in favor of speed and convenience, donating safety. Accordingly, the creators of the application can see all messages of users and store all data on their servers.

The expert also believes that Telegram is completely controlled by Russia. According to him, since the Army+Chat Botte data is stored on Telegram servers, the enemy can read and analyze the requests of the Ukrainian military, identify their personalities, determine belonging to the military unit, geolocation, approximate or accurate coordinates. The same applies to members of the military.
