According to journalists, the Russians illegally hold thousands of civilians of Ukraine, aiming to use them during exchanges or as a "live shield". The Russian Federation plans to build 25 new colonies and six other detention centers in the occupied territories of Ukraine by 2026. This is stated in the Associated Press investigation of July 13.

According to the publication, thousands of peaceful Ukrainians are in prison in the territory of the Russian Federation and in the settlements captured by the Russians. People could be delayed for talking in Ukrainian or simply for being in the occupied territories.
