According to Andrei Kostin, in all territories released from the invaders, the places of illegal detention were found. The most torture was in the Kharkiv region. More than a hundred Russian tortures were found in the territories of Ukraine. This was stated by the Prosecutor General of Ukraine Andriy Kostin during the Conference "Freedom or Fear" on December 7. Kostin stated that the Russians illegally retain tens of thousands of people who refused to obey them.

According to the Prosecutor General, 90% of captives and detained Ukrainians suffer torture or a particular type of violence. According to him, such treatment of prisoners is "planned state policy" of Russia. According to Kostin, 104 torturers were found in the territories liberated from the occupiers. The most torture was found in the Kharkiv region.

The Prosecutor General emphasized that there are international legal mechanisms to return prisoners of war, but they do not apply to prisoners of civilians and deported children. "So, we must create them. Our duty is to mobilize the efforts in Ukraine and the world as much as possible. After all, every day delay means new torture for the prisoners of the aggressor," Kostin said.
